FRPAA Introduced in the House

FRPAA (no, it’s not a new word for a zlobber) stands for Federal Research Public Access Act (HR5037), which was introduced in the House of Representatives earlier this week.  The bill essentially states that eleven federal funding agencies would be required to provide the public with free online access to research manuscripts, stemming from work that these agencies fund. This will greatly affect academic and research libraries all over the country; just like the NIH Public Access has affected health sciences research libraries and institutions!

One question I had was, “which agencies have been identified?” Well, good thing I found an FAQ (pdf) that answers this question…

What federal research agencies will be affected by this bill?
The following agencies have annual extramural budgets in excess of $100 million and would therefore be required to make their non-classified research publicly accessible: Department of Agriculture, Department of Commerce, Department of Defense, Department of Education, Department of Energy, Department of Health and Human Services, Department of Homeland Security, Department of Transportation, Environmental Protection Agency, National Aeronautics and Space Administration, and National Science Foundation.
